1. The essay or expository writing must be original, not previously published in print or online, and shall be within a minimum of 1,000 to maximum of 5,000 words in English.

2. The theme for the contest is:

"Improving the resident Pozorrubian’s economic well-being and quality of life".

The content shall answer the question: “If you are given the opportunity to be the Chief Executive Official of Pozorrubio, how will you lead and manage the local government and the citizens to increase per-capita income, reduce gap between the privileged and marginalized, and enhance the quality of life of majority, if not all, resident Pozorrubians?”
