RULES OF THE CONTEST
A. Eligibility
This contest is open to all Pozorrubians age 16 and above, who is either (a) residing in the Philippines or (b) residing/working overseas.
B. Theme and Content
1. The essay or expository writing must be original, not previously published in print or online, and shall be within a minimum of 1,000 to maximum of 5,000 words in English.
2. The theme for the contest is: "Improving the resident Pozorrubian’s economic well-being and quality of life".

The content shall answer the question: “If you are given the opportunity to be the Chief Executive Official of Pozorrubio, how will you lead and manage the local government and the citizens to increase per-capita income, reduce gap between privileged and the marginalized, and enhance the quality of life of majority, if not all, resident Pozorrubians?”
C. Submission
1. Only one submission per person will be accepted.
2. Start of submission will be on June 16, 2009. Entries shall be submitted to

c. Prior to sending entries, contestant shall prepare their entry documents as indicated in Paragraphs 5,6,7, 8, and 9 below.

3. The deadline of submission will be on 5:00 PM, November 16, 2009. No entries will be accepted post-deadline.
4. Entries may be withdrawn at any time. However, previously withdrawn entries may only be reaccepted once. All entries will be considered joint properties of Quesada e-Technologies and SPA Batch 64 Alumni Organization.
5. All entries will be posted online starting from September 16, 2009, and will be available for public viewing until November 30, 2009.

7. Valid entries should include the following:
a. Duly filled and signed Entry Form; 3 copies
b. Duly-filled and signed Authorization Form, (grants Sponsors permission for publication, distribution and ownership of contestant’s entry); 3 copies;
c. Latest Resume or Personal Profile of contestant, in MS Word format, Arial font, Size 10; 3 copies;
d. Latest 2”x2” Photo; 3 copies;
e. The Entry Article (essay or expository) bearing only a Pen Name of contestant, in MS Word format, Arial font, Size 10 (pdf format in unacceptable); 3 copies;
f. Valid email and phone (landline or mobile), and postal address for correspondence;
g. Softcopies of all the above contained in CD; 3 copies;
h. All paper sizes shall be A4 (not Letter size).
8. Valid entries should include the Entries and should be placed in sealed envelope labeled with the Entry Title, and submitted to :

9. For those sending their entry by email, Valid Email Entries should include the following:
a. Scanned file of the duly filled and signed Entry Form;
b. Scanned file of the duly filled and signed Authorization Form;
c. Electronic file of latest Resume or Personal Profile of contestant, in MS Word format, Arial font, Size 10;
d. Electronic file of latest 2”x2” Photo;
e. Electronic file of the Entry Article bearing only a Pen Name of contestant, in MS Word format (pdf format in unacceptable), Arial font, Size 10;
f. Valid email and phone (landline or mobile), and postal address for correspondence;

11. Winning entries shall remain with, and become the SPA Batch 64 AlumniOrganization and Quesada e-Technologies (the Sponsors) which shall have prior right to its production and publication.
12. Each entry submitted must be the work of one person and may not be the collective work of more than one person. By submitting an entry, contestants certify that their entries are original, authored solely by them and do not infringe upon the rights of any third parties.
13. In submitting the entry, the author warrants that the work is his/her own and that he/she has absolute ownership of all intellectual property rights thereto. Together with the entry, the author should submit the Official Entry Form and the Authorization Form for the Contest.
14. The submission of the entry must be accompanied by the author’s written consent to abide by the rules of the Contest, duly signed by the author.
15. In order that the winning entries may be accessible to the public, the authors grant, assign and transfer to Quesada e-Technologies and SPA Batch 64 AlumniOrganization (the Sponsors) the following rights without any necessity of any payment other than the prize already awarded:
a. to publish from time to time the winning entry or selection or portion thereof as it may at its discretion determine;
b. to designate or appoint editors to edit the work or any portion thereof to suit the demands of publication;
c. to furnish a reasonable number of copies of the work to the St. Philomena’s Academy Library, Municipal Library or other libraries;
d. to make the work available for downloading and uploading on the Internet or other electronic medium; and/or
e. allow scholars and students to make copies for their research.
In making the works accessible to scholars, students, and lovers of literature, the Sponsors only intends to promote a wider literary appreciation of the works.
D. Criteria for Judging
1. Entries will be judged anonymously by a panel of judges selected and approved by the Quesada e-Technologies and SPA Batch 64 AlumniOrganization.
2. Entries will be judged according to the following criteria:
a. Substance, factuality and originality: 60%
b. Writing style, composition and organization: 40%
E. Publication of Winners
1. The winning entries will be announced at the following websites byDecember 20, 2009:
2. They will also be announced in selected print media of Pangasinan, like Sunday Punch, Kapozok, Guardian, Tribune, Chronicle, and selected national newspapers.
F. Prizes and Awarding Venue
1. The winners will be awarded with cash prizes and certificates as follows:
a. First Prize – P30,000.00 and a Certificate of Appreciationb.
Second Prize – P20,000.00 and a Certificate of Appreciationc.
Third Prize – P10,000.00 and a Certificate of Appreciation
d. Consolation Prizes – 3 at P 2,000.00 each, and Certificates of Appreciation.
2. Awarding will take place on the SPA Batch 64 Alumni Night, during the weeklong Pozorrubio Town Fiesta 2010. Exact date and location, to be announced later.
E. Others
1. All entries submitted may be used or published in whole or in part by the Sponsors or by other parties (with Sponsor’s written permission). The Sponsors reserve the right not to publish any entry it deems inappropriate for any reason.
2. The Sponsors reserves the right not to award a prize or any prizes where submissions do not meet contest standards or criteria.
